(THE END OF XX CENTURY \u2013 THE TURN OF XXI CENTURY) <\/strong><\/p>\n<p><strong>Abstract.<\/strong> Japan\u2019s policy to USSR and on a matter on Northern territories issue in the framework of the Cold war pursued approach of separating politics from economics. Change in this strategy came in the beginning of 80s, when as a result of the worsened international situation Japanese diplomacy replaced seikei bunri with seikei fukabun (inseparability of politics from economics). Japan has insisted on returning of four islands (Habomai, Shikotan, Kunashiri and Etorofu) together as a prerequisite for signing a peace treaty, complete settling of bilateral relations and achieving economic and scientific-technological cooperation. Fate for settling the dispute appeared at the end and after the Cold war. Inspite of bilateral negotiations and attempts of Japanese diplomacy to use different approaches for solving the problem, success has been reached only with the recognition from the Russian side that territorial dispute has existed and with consent for negotiating for returning the two of islands on the base of mutual declaration from 1956. Main factors for absence of effective results have been decreasing of economic importance of Japan with a regard to increasing of PRC, ROK and states in South East Asia, interpolitical opposition in Japan as in Russia, Treaty of mutual deffence between Japan and USA, allowing presence of American military bases on Japanese territory. However, due to bilateral Japanese-Russian negotiatings for the prosperity of the four islands have been agreed large investments from two countries and also free regime for visits of Japanese citizens. In 1909 the popular Literary Society \u201cMethody Draginov\u201d found an Archaeological Museum that was transformed into an archaeological collection in 1911. During the interwar period Chepino region was surveyed by many researchers and scientists such as Joseph Kovachev, Ivan Batakliev, Hristo Vakarelsky, Stoyo Shishkov, Vasil Stoin, etc. After World War II the history of Resistance and Revolution became the center of the museum activities. In 1945 \u2013 1946 museum collections were found in Chepino and Ladzhene and in 1951 was established the Museum\u2013 House of Vela Peeva. In 1991 the Museum-House of Vela Peeva was transformed into a municipal Historical Museum of Velingrad with the following departments: Archaeology, Ethnography, Bulgarian History XV \u2013 XIX c., Modern History, Contemporary History, Arts.
